Massachusetts Pathology Group Settlement: The Commonwealth of Massachusetts has settled a HIPAA complaint against a defunct billing company, Goldthwait Associates, and 4 pathology practices that were its clients, stemming from the disposal of paper medical records in a public dump.  The incident came to light when a reporter was dumping his own trash and saw the records.  The company and practices agreed to pay $140,000, part of which goes to the state to provide HIPAA training and part of it pays the state's attorney fees.  The company owner claims the papers were not in a public part of the dump, but were in a separate building waiting to be picked up by a truck to be taken to Maine and pulverized.  The practices were tagged because they didn't have Business Associate Agreements in place.
