Consumer's Union: Patient Privacy Laws Aren't Enough, Haven't Kept Up With Technology: That's one opinion, of course, but as the Vioxx story below indicates, the greater the tightening of privacy, the worse the outcome for healthcare generally. And more enforcement isn't the right answer if industry participants are generally successful at protecting privacy and security, which they are. As it stands, the laws and regulations do change regularly, at least at the state level, and the federal benchmark is a law of concepts and not specifics: if technology improves or threats change, then "reasonable" policies and procedures must change as well.
