New Texas Privacy Laws: Texas now has an anti-identity theft law that includes a requirement that entities that suffer a breach of security resulting in personal financial information being exposed report the security breach to the affected individuals. Financial institutions are exempted, presumably to prevent the preemption problem faced in California. HIPAA covered entities are also exempted, apparently (ok, I haven't read it yet). The law was signed June 18 and becomes effective September 1. Copy of the bill is here.

Also, there's now a Texas law requiring companies to properly shred or otherwise destroy identifying information before throwing it away. That's here.
