First Fine Against a County Government Unit: Skagit County, Washington
gets the honors. To the tune of $215,000. Ouch! Notifications were not provided, and policies weren't sufficient. Of course, in some ways this is a head-scratcher: the Skagit County Public Health Department provides healthcare services to county residents who can't otherwise afford healthcare, so that's $215,000 that the Department won't have to help those folks. Sure, those folks need protection, perhaps more than others, but still, this seems awfully punitive.
