As mentioned Friday, President Bush has tasked HHS with pushing health information technology with the emphasis on standardizing electronic medical records. Dr. David Brailer was named to head up the project, and his strategic workplan is available
here.
Also, as noted by BNA today, HHS is going to push for electronic prescription standards by the end of this year, much earlier than originally planned. That's a good place to start pushing for electronic medical records, sort of a stepping point between electronic billing and other transactions that are part of EDI and full electronic medical records.
